Vince A. Minetti
(President and Principal EHS Consultant)
Vince Minetti is the president and founder of Spectrum EHS. He has over 36 years of professional experience within the environmental, health & safety (EHS) field. Mr. Minetti spent the first seven years of his career as an environmental professional with Public Service Enterprise Group (formerly Public Service Electric and Gas Company) in New Jersey, and the past 28 years in the development and growth of Spectrum EHS. Throughout his career, Mr. Minetti obtained the following licenses, certifications and professional credentials:
- Bachelor of Engineering in Marine Engineering
- Third Assistant Engineer’s License, US Coast Guard
- Lieutenant in the United States NAVY Reserves
- N2 Industrial Wastewater Treatment Plant License
- Sub-Surface Evaluator for UST Removals and Remediation work
- Certified Hazardous Materials Manager (CHMM) Certificate
- Blue Seal Boiler Operators License
- 40-Hour HAZWOPER Certified

Brian F. Finnegan
(Senior Environmental Consultant)
Brian Finnegan has over 34 years of environmental, health & safety experience. Throughout the majority of his career, Mr. Finnegan’s focus has been primarily on “clean water” compliance. He spent the first 12 years of his career developing his “water” and “health & safety” expertise as Director of Development, Operations Senior Manager, Operations Group Health & Safety Officer, Environmental Specialist and Lab Tech for a private water system Operations and Maintenance Company. During his career, Mr. Finnegan has obtained the following relevant certifications and professional credentials:
- Masters of Science – Environmental Science
- Bachelor of Science – Environmental Business
- Licensed NJDEP – Water Treatment (T-3), Water Distribution (W-3), Wastewater Collections (C-2) and Industrial Wastewater (N-2)

Deborah S. Hill
(Senior Environmental Consultant)
Deborah Hill brings over 23 years of environmental, health and safety experience to Spectrum EHS. Throughout the majority of her career, Ms. Hill’s focus has been primarily on general environmental compliance, pollution prevention, and health and safety. Ms. Hill began her career as an environmental engineer in the manufacturing industry and then continued to develop her experience in environmental consulting, with municipal, commercial, industrial, and federal clients. During her career, Ms. Hill has obtained the following relevant certifications and professional credentials:
- Bachelor of Science – Engineering Analysis (Concentration: Environmental Engineering)
- Engineer in Training (E.I.T.) Certification
- Masters of Science – Environmental Systems Engineering
- N2 Industrial Wastewater Treatment Plant License

Mark D. Schwartzkopf
(Senior Environmental Consultant)
Mark Schwartzkopf has over 40 years of experience within the environmental, health & safety field. He spent the majority of his career as the EHS Compliance and Programs Manager with Public Service Enterprise Group (formerly Public Service Electric and Gas Company) in New Jersey. He also gained extensive management and operations experience during his tenure at PSEG. Throughout his career, Mr. Schwartzkopf obtained the following licenses, certifications and professional credentials:
- Bachelor of Science in Business Administration from Thomas Edison State College
- NJ 1-A Stationary Engineer License (Gold Seal)
- N2 Industrial Wastewater Treatment Plant License
- NJ State Notary Public
- PSEG Advanced Technician and Apprentice Technical Assistant Course
- PSEG Apprentice Power Plant Equipment Operator Course

Deborah A Cassata-Madonia
Business Administrator
Mrs. Cassata-Madonia has worked in an administrative/customer service capacity for over 30 years, the past 26 of which are with Spectrum EHS. Mrs. Cassata-Madonia has an Associate Degree in Business Administration and has completed numerous courses and seminars in technical writing, business administration, finance/accounting, and personnel benefits administration.
During her employment with Spectrum EHS, Mrs. Cassata-Madonia has provided project support (editing/technical writing, computer graphics, slideshow presentations, manual layout and organization, etc.) in the development of various environmental, health and safety (EHS) compliance manuals, reports and permits. She has also provided on-site support to our clients in organizing client records.
